Maricopa County Correctional Health Services conducts an Opt-out HIV Screening Program within the Maricopa County Jails as a routine component of the initial medical assessment. Since 2011, over 60,000 HIV tests were completed through this program. Maricopa County Department of Public Health Laboratory provides HIV test results. Maricopa County Department of Public Health Sexually Transmitted Diseases interviews patients to identify partners in the community, and provides services to their partners. The Correctional Health Services, Ryan White Program Part A, and Department of Public Health teams interact with patients and partners during the screening, notification, and care processes designed an improved communication system to ensure all steps in the notification process are coordinated to ensure patients and their partners are provided services in a manner which best meets their medical and emotional health needs

The new system resulted in standardized processes among the teams, and streamlined the notification of both patients and partners.

2014 NACo Achievement Award in Health

The National Association of Counties (NACo) is pleased to grant Maricopa County a 2016 Achievement Award for its program titled “Electronic Health Record (EHR)” in the category of Health.

The purpose of this project was to successfully implement an Electronic Health Record (EHR) System for Maricopa County Correctional Health Services (CHS). The EHR transitioned CHS from a paper-based medical record system to a reliable, secure, and electronic health record. Records now have improved security and are available to CHS staff more timely. Management of records has improved significantly, including the integration of pharmacy records, now available much sooner than through the previous paper-based process, requiring delivery of pharmacy records. All systems necessary to present comprehensive patient records to deliver patient care are now available through the EHR at all CHS clinics. The EHR was launched in phases beginning August 5, 2013 and completing in October, 2013.

The EHR delivered transformational change to traditional business and clinical operations, including its affect upon improved patient care.
