Hand in Hand Street Outreach

Maricopa County offers outreach services to individuals experiencing homelessness in targeted communities of Maricopa County. The program is called Hand in Hand.

This program supports unincorporated areas of Maricopa County and targeted areas in and around the communities of Apache Junction, Avondale, Buckeye, El Mirage, Gilbert, Guadalupe, Goodyear, Litchfield Park, Peoria, Surprise, Tolleson, Wittmann, Waddell, and Youngtown. 

*Unincorporated areas of Maricopa County are locations not managed by a city or town.

Outreach teams will go into the community in areas where people experiencing homelessness are known to gather. The outreach team will work collaboratively with neighbors, community leaders, businesses, community service agencies, and law enforcement to address the needs of the unhoused population while working to transform neighborhoods.

How the Public Can Get Involved


Members of the public concerned about the well-being of those experiencing homelessness in targeted areas of Maricopa County may initiate a request for service by clicking this link and filling out as many details as possible. Once completed, the form will be processed and an outreach team will be dispatched for assistance.

Outreach teams will assess each request for service and connect individuals to holistic resources to address their needs. Referrals to services may include temporary and permanent housing, shelter placement, employment, mental and physical health, addressing substance use, food, and other benefit programs. Case management and transportation services are also available for people in need of more long-term care.
